High voltage transformers are the backbone of electric grids; failure in just a few critical locations can cause grid collapse. Replacement lead time is 1-2 years; nearly all large transformers are manufactured in Europe and Asia. Vulnerabilities include solar storms, electromagnetic pulse, cyber-attack, and physical attack.

Our mission is protection of critical infrastructure from disasters.

The Foundation for Resilient Societies is dedicated to cost-effective protection of technologically-advanced societies and their critical infrastructures from infrequently occurring natural and man-made disasters. With recognized policy expertise in the use of federal, state, and provincial regulation to protect electric grids from nuclear electromagnetic pulse, cyberattack, solar storms, and physical attack, our group is frequently asked to appear before official government bodies and industry forums. We have testified before the U.S. Federal Energy Regulatory Commission on electric grid defense and also before the Senate National Security and Defence Committee of the Canadian Parliament. We are a recognized authority on long-term blackout and regulatory solutions. Media sources such as the Wall Street Journal, The Economist, Politico, USA Today, Reuters, NBC, and Fox News rely on our deep knowledge of critical infrastructure threats and cost-effective protections.

All technologically-advanced societies rely on critical infrastructures—electric power generation and transmission, telecommunications, transportation, financial services, petrochemical refining and distribution, food production and storage, water, and sanitation, to name just a few. Sustained interruption of any one of these critical infrastructures can result in wide-ranging economic, societal, and environmental impacts. Private enterprise generally builds and operates reliable infrastructure in well-functioning capitalist societies. However, it is our position that the profit incentive alone, as expressed through normal operation of capital markets, provides inadequate protection from disasters that occur infrequently and have consequences beyond the routine responsibilities of commercial enterprises.
